Regulatory context

The General Law for the Prevention and Integral Management of Waste (Ley General para la Prevención y Gestión Integral de los Residuos, LGPGIR) is Mexico's framework federal statute for waste. It builds management on a priority order — prevention, reduction, reuse, recycling and valorización, which expressly covers both material and energy recovery, ahead of final disposal — so an operation that dries wet residue into a fuel or a soil product ranks above burial in the legal hierarchy rather than heading for a relleno sanitario or open tiradero.

A producer that sorts, treats or stores waste to make a refuse- or solid-recovered fuel is handling residuos de manejo especial. NOM-161-SEMARNAT-2011 sets the criteria that classify these special-management wastes and determine which are subject to a plan de manejo (management plan), and it binds large generators — those producing 10 tonnes a year or more — to operate under an approved plan.

Sludges and biosolids placed on land are governed by NOM-004-SEMARNAT-2002 (Protección ambiental — Lodos y biosólidos), which fixes maximum permissible contaminant limits for their aprovechamiento (beneficial use) and final disposal and grades the material by pathogen and heavy-metal content. Thermal drying is a recognised treatment that reduces moisture and pathogen load, easing handling and helping a digestate- or manure-derived biosolid reach a cleaner, less-restricted grade.

Where the residue is composted or aerobically treated, the national standard NMX-AA-180-SCFI-2018 sets the methods and quality parameters for treating the organic fraction of urban and special-management solid waste and for the resulting compost, while Mexico City additionally applies NADF-020-AMBT-2011 to the quality of composta produced or distributed in the capital. A dried, stabilised feedstock is easier to hold within these quality bands.

Mexico has no separate national solid-recovered-fuel specification, so producers and the cement kilns that co-process the fuel characterise waste-derived and biomass fuels against the European ISO standards local laboratories run — EN ISO 21640 for solid recovered fuel classification, the EN ISO 17225 series for solid biofuels, and EN ISO 18134 for moisture determination — so a dried fuel is traded on a documented calorific value and moisture grade.

Economic context

Mexico levies a federal carbon tax on fossil fuels under the IEPS (Impuesto Especial sobre Producción y Servicios), charged on their carbon content; its effective cost averages about 53 pesos per tonne of CO2 across fuels and it reaches coal, petroleum coke, fuel oil, diesel and gasoline while natural gas is exempt. Several states — among them Zacatecas, the State of Mexico, Querétaro and Durango — add their own state carbon taxes. Displacing coal or petroleum coke with a dried waste- or biomass-derived fuel therefore avoids a real per-tonne charge that natural-gas heat does not carry.

There is a large domestic market for a dried, specification-consistent alternative fuel: the Mexican cement industry co-processes waste and biomass in place of coal and petroleum coke, and CEMEX has reported reaching about 36 per cent alternative-fuel substitution in its Mexican operations — already beyond the cement chamber CANACEM's 32 per cent energy-recycling target for 2030. That demand rewards a low, even moisture and a documented calorific value.
