FlowDrya biomass drying plants are engineered and built to order at the STRONGA works in Hertfordshire and supplied to operators here, though no FlowDrya plant is yet documented on French soil. Biomass is central to this energy system: wood, bark, chip and agricultural residues feed heat, power and district-heating networks across the country, and every one of those fuels performs better dry. A continuous-flow FlowDrya conditions a wide range of biomass to a low, even moisture on a deep, agitated bed, lifting calorific value and combustion stability while stabilising material that would otherwise rot, self-heat or clog a feed. The waste hierarchy in Article L541-1 of the Code de l'environnement ranks that recovery above disposal.

Regulatory context
Article L541-1 of the Code de l'environnement is the backbone of French waste law and transposes the EU Waste Framework Directive. It fixes a five-step hierarchy — prevention, preparation for re-use, recycling, other recovery including energy recovery, and disposal only as a last resort — and sets a statutory target to cut the tonnage of non-hazardous, non-inert waste sent to landfill by 50 per cent in 2025 against the 2010 level. Drying a wet residue into a fuel or a soil product is a recovery operation that ranks above burial in that legal order and helps a site meet the diversion goal.

The loi anti-gaspillage pour une économie circulaire (loi AGEC, law no. 2020-105 of 10 February 2020) reinforces that direction across the whole economy, expanding extended-producer-responsibility schemes and steering material away from disposal toward re-use and recovery. France created a dedicated regulatory category for burning waste-derived fuel: the arrêté of 23 May 2016 governs installations producing heat and/or electricity from combustibles solides de récupération (CSR — the French term covering RDF and SRF) under heading 2971 of the installations classées pour la protection de l'environnement (ICPE) nomenclature. The rules require the CSR to be a prepared, specified fuel, so a low, documented moisture is exactly what lets a dried fuel supply a licensed CSR boiler or cement kiln.

Compost and digestate sold as agricultural inputs in France must satisfy the mandatory standard NF U 44-051 on organic soil amendments, or be individually homologated, which fixes the permitted raw materials, maturity and contaminant limits a product must hold. A conforming material ceases to be a waste (sortie du statut de déchet) and can be traded like any other amendment; a dried, stabilised feedstock holds those quality limits far more easily than a wet, actively degrading one.

Economic context
France taxes landfill heavily through the déchets component of the taxe générale sur les activités polluantes (TGAP). From 1 January 2025 the standard TGAP rate for non-hazardous waste sent to a storage (landfill) facility is 65 euros per tonne, and the reduced rates that used to soften it have been withdrawn — a large, rising cost that pushes wet, divertible material toward drying and recovery rather than burial.

France also prices carbon on fossil fuels through the composante carbone built into the domestic energy tax (TICPE), valued at 44.60 euros per tonne of CO2 and frozen at that level since 2018 after the gilets jaunes protests halted its planned rise. Renewable heat is actively subsidised. ADEME's Fonds Chaleur committed about 801 million euros in 2025 to help industry and district heating switch off fossil fuel, supporting nearly 1,200 projects, of which around 155 million euros backed biomass boilers — its largest single category after heat networks. Domestic economics reward a dried, storable biomass fuel. Renewable heat is directly subsidised: ADEME's Fonds Chaleur committed around 155 million euros to biomass boilers in 2025, so upgraded fuel feeds an incentivised market. Because the whole case rests on drying with recovered process or boiler heat rather than bought-in energy, a plant fed by its own waste heat converts cheaply while grid-powered drying erodes the return. Displacing fossil fuel also sidesteps the composante carbone of 44.60 euros per tonne of CO2, and any residue kept out of a landfill taxed at 65 euros per tonne under the TGAP saves a disposal cost too. A wet, variable feed is discounted; a dry, consistent one holds a firm offtake. Assumptions: feedstock mix, heat source and offtake are site-specific.

What biomass can FlowDrya dry?
