FlowDrya SRF dryers are engineered to order at STRONGA's Hertfordshire works and supplied to Mexican fuel producers, though no FlowDrya SRF line is documented for this material in the country yet. Solid recovered fuel is the tightly specified grade: with no domestic SRF standard, a producer and the cement kiln that co-processes it grade the fuel against EN ISO 21640, and moisture is one of the properties that fixes its class. A wet SRF cannot hold a grade a kiln will accept, so drying it to a low, even moisture below 15 per cent lifts and stabilises the calorific value. Our equipment is already proven on Mexican soil through the Enval plastic-packaging dryer near Mexico City, even though that plant conditions plastic packaging rather than solid recovered fuel.

Regulatory context
The General Law for the Prevention and Integral Management of Waste (Ley General para la Prevención y Gestión Integral de los Residuos, LGPGIR) is Mexico's framework federal statute for waste. It builds management on a priority order — prevention, reduction, reuse, recycling and valorización, which expressly covers both material and energy recovery, ahead of final disposal — so an operation that dries wet residue into a fuel or a soil product ranks above burial in the legal hierarchy rather than heading for a relleno sanitario or open tiradero.

A producer that sorts, treats or stores waste to make a refuse- or solid-recovered fuel is handling residuos de manejo especial. NOM-161-SEMARNAT-2011 sets the criteria that classify these special-management wastes and determine which are subject to a plan de manejo (management plan), and it binds large generators — those producing 10 tonnes a year or more — to operate under an approved plan.

Mexico has no separate national solid-recovered-fuel specification, so producers and the cement kilns that co-process the fuel characterise waste-derived and biomass fuels against the European ISO standards local laboratories run — EN ISO 21640 for solid recovered fuel classification, the EN ISO 17225 series for solid biofuels, and EN ISO 18134 for moisture determination — so a dried fuel is traded on a documented calorific value and moisture grade.

Economic context
Mexico levies a federal carbon tax on fossil fuels under the IEPS (Impuesto Especial sobre Producción y Servicios), charged on their carbon content; its effective cost averages about 53 pesos per tonne of CO2 across fuels and it reaches coal, petroleum coke, fuel oil, diesel and gasoline while natural gas is exempt. Several states — among them Zacatecas, the State of Mexico, Querétaro and Durango — add their own state carbon taxes. Displacing coal or petroleum coke with a dried waste- or biomass-derived fuel therefore avoids a real per-tonne charge that natural-gas heat does not carry.

SRF earns its keep by replacing coal and petroleum coke in Mexican cement kilns, a sector that co-processes at scale – CEMEX reports about 36 per cent alternative-fuel substitution, ahead of the CANACEM 32 per cent goal for 2030. Every tonne of coal a graded SRF displaces also avoids the federal carbon tax of roughly 53 pesos per tonne of CO2, which taxes coal and petcoke but exempts natural gas. Drying is the cost to manage: with industrial electricity near 4.088 pesos per kWh, running the FlowDrya on recovered kiln or pre-calciner heat keeps production profitable. A graded, dry fuel above 20 MJ/kg widens the pool of kilns willing to burn it; a damp, off-spec one is rejected. Assumptions: grade, offtake and heat source vary by site.

Not for this material yet. We will not claim a reference we do not hold; our FlowDrya lines dry SRF-type residues and biomass in Britain, and our delivered project in the country – the Enval plastic-packaging dryer – shows the platform performing on local soil.
What makes SRF different from RDF?
SRF is a more tightly specified fuel, classified against EN ISO 21640 on calorific value, chlorine and ash, with moisture a key property. Drying to a controlled, low moisture is what lets a producer certify and hold that class.
Why is there no domestic SRF standard to meet?
The country has not issued its own solid-recovered-fuel specification, so the market defaults to EN ISO 21640 and the EN ISO 17225 series that local laboratories already run, reporting calorific value, chlorine and moisture.
Which authorisations does SRF production need?
