Solid recovered fuel is the graded, higher-specification cousin of RDF: it is classified against EN ISO 21640 by calorific value, chlorine and mercury, and moisture is the lever that governs the energy class. The 2005 landfill ban forces the combustible fraction of waste into recovery, and the 17. BImSchV sets the emission limits under which SRF is co-incinerated. Drying the fuel to a low, even moisture — typically below 20% — is what lifts and stabilises the calorific value so it holds its class. Regulatory context

The Kreislaufwirtschaftsgesetz (KrWG, Circular Economy Act) is Germany's framework waste statute and transposes the EU Waste Framework Directive into national law. Its section 6 fixes a five-step waste hierarchy — prevention, preparation for re-use, recycling, other recovery including energy recovery, and only then disposal — so an operation that dries wet residue into a fuel or a soil product counts as recovery and ranks above burial in the legal order rather than heading for a landfill.

Since 2005 Germany has banned the landfilling of untreated municipal and high-organic-content waste. Under the Deponieverordnung (Landfill Ordinance) household-like waste must be pre-treated — by incineration or mechanical-biological treatment, and held below strict limits on organic-substance content — before any residual may be buried, which closes off cheap disposal and pushes wet, biodegradable residues toward drying and recovery.

BImSchV, the ordinance on the incineration and co-incineration of waste, which sets the emission limits that such a plant must meet.
