FlowDrya poultry manure dryers are built to order at STRONGA's Hertfordshire works and supplied to farms and fertiliser processors here, with no commissioned line on home soil to cite. Poultry litter is a wet, odorous, ammonia-rich residue that the 2009 landfill ban keeps out of burial, so it must be recovered as a soil product or a fuel. To sell it as a fertiliser it must meet gjodselvareforskriften, whose quality classes 0, I, II and III cap heavy metals and contaminants. Litter can reach the shed at around 65 per cent moisture; drying it toward 15 per cent kills pathogens, locks in nitrogen, halts the smell and yields a stable, transportable product. Broiler and layer sheds both benefit, and a granulated or pelletised output spreads evenly through conventional farm machinery.

Regulatory context

Norway's waste and pollution regime rests on the Pollution Control Act (forurensningsloven) and the Waste Regulations (avfallsforskriften) of 1 June 2004. Chapter 9 governs landfills: under section 9-7 anyone operating a landfill must hold a permit under the Pollution Control Act, and section 9-4 prohibits the landfilling of wet, biologically degradable organic waste. As an EEA member Norway adopts most EU waste law through the EEA agreement, so the waste hierarchy places recovery above disposal. Turning a wet residue into a fuel or a stabilised soil product is a recovery route ranked above burial.

From 1 July 2009 Norway extended the disposal ban to cover all biologically degradable waste sent to landfill, not only wet food and sludge fractions. The ban bites where total organic carbon exceeds 10 per cent or loss on ignition exceeds 20 per cent, so residual waste, paper, wood and natural textiles can no longer simply be buried. The Environment Agency (Miljodirektoratet) designed the ban to cut methane and push degradable material into recycling and energy recovery instead. It is the single strongest driver for drying and diverting wet residues in this market.

Chapter 10 of the Waste Regulations (forbrenning av avfall) governs the incineration and co-incineration of waste. Section 10-4 requires a discharge permit, section 10-6 covers co-incineration plants such as cement kilns, and the chapter fixes the combustion conditions and air- and water-emission limit values a plant must meet. A cement kiln or energy-from-waste plant burning refuse- or solid-recovered fuel operates under this chapter, and a dried, consistent, low-moisture fuel is what keeps such a plant reliably inside those limits.

Economic context

Norway runs one of the world's highest carbon prices. The general CO2 tax on non-quota emissions stood at NOK 952 per tonne of CO2 in 2023, and the government's climate plan sets a course to raise the general rate toward NOK 2000 per tonne by 2030 (in 2020 kroner). Every tonne of fossil fuel a dried waste- or biomass-derived fuel displaces avoids a real and steeply rising carbon cost.

Land-based industry also pays for carbon under the EU Emissions Trading System, which Norway joined through the EEA. The allowance price was equivalent to around NOK 1000 per tonne of CO2 in 2023, and roughly 85 per cent of Norwegian greenhouse-gas emissions are covered by either the CO2 tax or the ETS. That double exposure sharpens the value of substituting coal or coke with a recovered fuel.

Conversion cost hinges on cheap heat, not electricity. Statistics Norway (SSB) put the electricity price for energy-intensive industry at 42.2 ore per kWh in the third quarter of 2025, excluding taxes and grid rent. Boiling water off a wet residue with electrical resistance heating would waste that power, so a dryer that runs on recovered process, exhaust or kiln heat and very little electricity is what keeps drying economic.
