Raw litter is wet, odorous and awkward to store or spread within the permitted windows. Drying it to a low, even moisture stabilises the material, cuts odour and concentrates the nitrogen, phosphate and potash into a documented, transportable fertiliser. Where the product is processed toward a marketable compost, the Kompostverordnung sets the quality classes it must meet, and a dried, stabilised feedstock holds those bands far more reliably than a raw, actively degrading one.

Regulatory context

The Abfallwirtschaftsgesetz 2002 (AWG 2002) is Austria's framework waste statute and transposes the EU Waste Framework Directive into national law. It fixes a five-step waste hierarchy — prevention, preparation for re-use, recycling, other recovery including energy recovery, and disposal only as a last resort — so an operation that dries a wet residue into a fuel or a soil product counts as recovery and ranks above burial in the legal order.

Austria was an early mover against landfill. Under the Deponieverordnung, waste exceeding a strict five per cent total-organic-carbon limit — untreated municipal waste and the combustible residual fraction within it — may not be landfilled; the ban was phased in from 2004 and consolidated in the Deponieverordnung 2008. Cheap burial of wet, biodegradable residue is therefore closed off, which pushes such material toward pre-treatment, drying and recovery rather than a hole in the ground.
