FlowDrya biomass drying plants are engineered to order at STRONGA's Hertfordshire works and supplied to Dutch energy, agricultural and waste businesses, though no FlowDrya plant is yet commissioned on local soil. A biomass feedstock – wood, digestate fibre, manure or screened residue – typically arrives around 75 per cent moisture: heavy, biologically active and inefficient to burn or process. The FlowDrya is a continuous-flow, low-temperature belt-and-floor plant that takes that feedstock down to a stable target moisture, turning a wet liability into a storable fuel or soil product. Because it runs cool and cycles the drying bed, it protects product quality and needs far less energy than a hot-air belt dryer.

We supply the Netherlands from our Hertfordshire works — we have no documented FlowDrya installation in the Netherlands yet.

Regulatory context

Dutch waste law is framed by the Wet milieubeheer (Environmental Management Act), whose article 10.4 binds the minister, provinces and municipalities to a priority order for waste: prevention first, then preparation for re-use, recycling, other useful application including energy recovery, and safe disposal only as a last resort. Turning a wet residue into a fuel or a stabilised soil product is a form of recovery the act ranks above disposal, so drying supports the legal duty to move material up that hierarchy rather than down it.

The Besluit stortplaatsen en stortverboden afvalstoffen bans a long list of waste streams from landfill: any waste that can be recycled or incinerated, including biowaste and other combustible and recoverable fractions, may not be buried. Because cheap disposal to landfill is closed off, wet combustible and organic residues have to be recovered as a fuel or a soil product instead, and a low, even moisture is what lets that residue hold a specification an off-taker will accept.

The Meststoffenwet (Fertilisers Act) caps nitrogen from animal manure at 170 kilograms per hectare per year, and from 2026 the derogation that let dairy farms apply more is gone, so the 170-kilogram ceiling now applies to every agricultural plot. Combined with the wider nitrogen crisis this leaves the country with a structural manure and digestate surplus, which makes drying and exporting concentrated, transportable nutrient products a central route out of over-application on local land.

Compost and digestion products traded to Dutch growers are certified under Keurcompost, an independently monitored quality scheme that goes beyond the statutory Meststoffenwet limits: it hygienises the material, grades it into quality classes on contaminant content and holds impurities well below the legal maximum. A dried, stabilised feedstock holds those pathogen and contaminant bands far more reliably than a wet, actively degrading one.

Alongside the EU Emissions Trading System, the Netherlands runs a national CO2-heffing industrie on industrial and waste-incineration installations. For 2026 the levy is set at 78.67 euros per tonne of CO2 for ETS installations and 103.66 euros per tonne for waste-incineration plants; because the reference EU ETS price of 79.42 euros already exceeds the national rate, the extra levy payable by an ETS installation for 2026 works out at zero, but the framework keeps a firm floor under the carbon cost of burning fossil fuel or unrecovered waste.

Economic context

Burying or burning waste both carry the afvalstoffenbelasting (waste tax). From 1 January 2026 the rate is 40.85 euros per 1,000 kilograms, charged on waste sent to landfill or to an incinerator, and it is legislated to climb to 90.21 euros per tonne in 2028 and 113.81 euros per tonne in 2035. Recycled material is exempt, so every tonne of wet residue dried into a recoverable fuel or a saleable soil product escapes a rising per-tonne charge.

National policy pays to recover wet organics and to supply renewable heat. The SDE++ (Stimuleringsregeling Duurzame Energieproductie en Klimaattransitie), the main Dutch renewable-energy and CO2-reduction subsidy run by RVO, has about 8 billion euros available in its 2026 round and supports renewable heat from biomass, renewable gas from anaerobic digestion, and low-carbon heat. That underpins demand for the biogas, biomass and digestion plants whose fibre and residue a FlowDrya can dry into a stable, marketable product.

Bought-in power is a real cost. Eurostat put the EU average non-household electricity price at 0.1837 euros per kWh in the second half of 2025, and Dutch industry sits around that level rather than below it. Boiling water off with grid electricity is therefore uneconomic, which rewards a dryer designed to run on recovered kiln, boiler or exhaust heat and very little electrical power.

Industrial gas is likewise a burden. Eurostat put the EU average non-household natural gas price at 0.0605 euros per kWh in the second half of 2025, and the Netherlands was one of only four EU member states where that price rose year on year, up 6.3 per cent. Running a dryer on a site's own surplus or recovered heat rather than bought-in gas therefore protects the operating margin.

The Netherlands landfills almost nothing and leans heavily on energy-from-waste, so a clean, consistent solid fuel has a ready outlet; but because both incineration and landfill are taxed, and even waste sent abroad for burning attracts the levy, it pays to upgrade combustible residue into a specification fuel rather than to feed wet, variable waste into an incinerator. A dried fraction with a low, even moisture is exactly what a licensed co-incineration off-taker can accept in place of fossil fuel.

The case rests on cheap heat and low power. FlowDrya is designed to run on recovered heat – kiln, boiler, engine or process exhaust – so a plant need not buy the energy to evaporate water, which matters where grid power sits near the EU average of 0.1837 euros per kWh and Dutch industrial gas rose 6.3 per cent into late 2025. Its intermittent moving floor draws about 4X less electrical power than a belt dryer. On the revenue side, renewable heat and renewable gas produced from the dried output can draw SDE++ support, with roughly 8 billion euros in the 2026 round. Assumptions stated: feedstock, heat source and off-take govern the payback.

Not yet, and we will not imply one. Every FlowDrya is built to order in Hertfordshire; the platform is the same continuous-flow plant proven on our British reference sites.
