FlowDrya biomass drying plants are engineered and built to order at STRONGA's Hertfordshire works and shipped to producers here, and we say plainly that no FlowDrya line is yet commissioned on home soil. A biomass drying plant conditions wet organic feedstocks – wood chip, bark, agricultural residues, screened biomass fractions – into a stable, graded, low-moisture fuel for boilers, CHP and kilns. Wet biomass burns poorly, degrades in the pile and cannot be sold on a documented calorific value; drying to a controlled moisture fixes all three. Policy is behind this: Decreto Legislativo 36/2003, as amended by Decreto Legislativo 121/2020, is diverting organic residues from landfill, while the Decreto Biometano and wider renewable-energy support are pulling demand toward graded biomass fuels.

Regulatory context
Italian waste law is codified in the Testo Unico Ambientale, Decreto Legislativo 152/2006. Article 179 fixes the waste hierarchy that every operator and authority must follow: prevention first, then preparation for re-use, recycling, other recovery including energy recovery, and disposal only as a last resort. Turning a wet residue into a fuel or a stabilised soil product is a recovery route the code ranks above burial, so drying supports the legal duty to move waste up that hierarchy.
Decreto Legislativo 36/2003 on landfills, overhauled by Decreto Legislativo 121/2020 to transpose EU Directive 2018/850, drives waste away from burial. It requires that by 2035 no more than 10 per cent of municipal waste is sent to landfill, and from 2030 it bans landfilling waste suitable for recycling or other recovery. Because burial is being closed off, the combustible and organic fractions must instead be recovered as fuel or soil products, which is a direct driver for drying wet residues in this market.

Combustibile Solido Secondario, the Italian solid recovered fuel, has a dedicated end-of-waste regime. Under article 184-ter of Decreto Legislativo 152/2006 and the Decreto Ministeriale 22/2013 (CSS-Combustibile), a solid fuel produced from non-hazardous waste to defined specifications ceases to be waste and may be burned as a product in cement kilns, power plants, lime works and steel mills. A low, repeatable moisture is what lets a fuel hold the specification that end-of-waste status and a licensed off-taker require.

Digestate from biogas and anaerobic-digestion plants can be used on farmland under the interministerial Decreto 25 February 2016, which sets the technical criteria for the agronomic use of digestato and the conditions under which it qualifies as a by-product rather than a waste. Drying the fibre fraction concentrates the nutrients into a stable, transportable product that meets those handling and application rules far more readily than a wet, actively degrading slurry.

Compost and other soil improvers sold to Italian farmers must comply with the national fertiliser law, Decreto Legislativo 75/2010, which defines the permitted amendment categories such as ammendante compostato verde and ammendante compostato misto, sets their chemical, physical and hygiene requirements, and requires registration before a product is placed on the market. A dried, stabilised material holds those pathogen and contaminant limits far more readily than a wet feedstock.

Economic context
The Italian cement industry is a large but under-used outlet for waste-derived fuel. Industry data reported by the sector put thermal substitution with alternative fuels such as CSS at just over 20 per cent, against a European average near 47.7 per cent and leaders such as Austria above 81 per cent. That gap is a real market opportunity: kilns are technically ready to burn far more prepared fuel, and a dried, specification-consistent CSS with a low, even moisture is exactly what they need to close it.

Burying waste carries a regional tax. The tributo speciale per il deposito in discarica, the ecotassa established by Legge 549/1995, is levied on every tonne sent to landfill, up to a statutory maximum of 25.82 euros per tonne for municipal solid waste, set by each region within the national limits. Every tonne of wet residue dried into a recoverable fuel or a saleable soil product avoids that charge while creating a product with a market.

Heavy industry also pays for carbon under the EU Emissions Trading System. Allowances traded around 83 euros per tonne of CO2 in mid-2026, touching about 85 euros, well below the 105.73-euro record of February 2023 but a real and rising charge. Every tonne of coal or petroleum coke that a dried waste- or biomass-derived fuel displaces in a kiln avoids that per-tonne carbon cost on top of the fuel saving.

Italian industry pays some of the highest energy prices in Europe. Eurostat data reported for 2025 put the final electricity price for non-household consumers in Italy 24.1 per cent above the euro-area average, a competitiveness penalty on the national production system. Boiling water off with bought-in electricity is therefore uneconomic; a dryer that runs on recovered process, exhaust or kiln heat and very little electrical power is what keeps drying viable.

Across the European Union, business electricity averaged about 0.1837 euros per kilowatt-hour and gas about 0.0605 euros per kilowatt-hour in 2025, and Italian users sit above those averages. The Decreto Biometano of 15 September 2022 supports biomethane injected into the gas grid with a 15-year feed-in tariff and a capital grant of 40 per cent of eligible costs, funded with 1.7 billion euros from the PNRR through the GSE. What feedstocks can a FlowDrya biomass plant dry?
Wood chip, bark, sawdust, agricultural and screened biomass residues and similar wet organics. The deep-bed moving floor handles varied particle sizes and dries them to a uniform, graded moisture.
Why dry biomass at all?
Wet biomass has a low calorific value, loses dry matter to mould and self-heating in storage and cannot be traded on a documented specification. Drying to a controlled moisture stabilises the fuel and lifts its delivered energy.

Each dryer is fully assembled and factory-tested at our works, then dismantled for freight. On arrival it is reassembled, connected to the site's heat supply and brought online through a structured start-up, shutdown and supervised trial before handover.
