FlowDrya biomass drying plants are engineered and built to order at the STRONGA works in Hertfordshire and supplied to operators here, though no FlowDrya biomass plant is yet documented on home soil. Biomass is central to this energy system: wood, bark, chip and agricultural residues feed heat, power and district-heating networks across the country, and every one of those fuels performs better dry. A continuous-flow FlowDrya conditions a wide range of biomass to a low, even moisture on a deep, agitated bed, lifting calorific value and combustion stability while stabilising material that would otherwise rot, self-heat or clog a feed. That versatility across feedstocks is what a mixed biomass site needs.

Regulatory context

The Abfallwirtschaftsgesetz 2002 (AWG 2002) is Austria's framework waste statute and transposes the EU Waste Framework Directive into national law. It fixes a five-step waste hierarchy — prevention, preparation for re-use, recycling, other recovery including energy recovery, and disposal only as a last resort — so an operation that dries a wet residue into a fuel or a soil product counts as recovery and ranks above burial in the legal order.

Austria was an early mover against landfill. Under the Deponieverordnung, waste exceeding a strict five per cent total-organic-carbon limit — untreated municipal waste and the combustible residual fraction within it — may not be landfilled; the ban was phased in from 2004 and consolidated in the Deponieverordnung 2008. Cheap burial of wet, biodegradable residue is therefore closed off, which pushes such material toward pre-treatment, drying and recovery rather than a hole in the ground.

Burning waste-derived fuel — including co-incineration alongside clinker in cement kilns and in power plants — is governed by the Abfallverbrennungsverordnung (AVV), which sets the emission limits and waste-input criteria such an installation must meet; the recast AVV 2024 took effect on 1 January 2025. A dried alternative fuel (Ersatzbrennstoff) of consistent low moisture and documented quality is exactly what these licensed co-incineration plants can accept in place of fossil coal or petcoke.

Compost and solid digestion products made from waste can shed their waste status and be marketed as quality compost once they satisfy the Kompostverordnung (BGBl. II No. 292/2001), which fixes the permitted raw materials, quality classes, labelling and contaminant limits a product must hold. A dried, stabilised feedstock holds those quality bands far more easily than a wet, actively degrading one, and is far cheaper to store and transport.

Economic context

Austria prices carbon on heating, transport and small-industry fuels through its national emissions trading scheme (Nationaler Emissionszertifikatehandel, NEHG), introduced in 2022. The fixed price reached 55 euros per tonne of CO2 in 2025 and remains at 55 euros in 2026, holding until the EU ETS 2 for buildings and road transport starts in January 2028; heavy industry sits under the EU Emissions Trading System. Displacing coal or petcoke with a dried waste- or biomass-derived fuel avoids a real per-tonne charge.

Austria's cement industry is the world leader in alternative fuels: the industry association VÖZ reports that Ersatzbrennstoffe (waste-derived and biomass fuels) now cover more than 80 per cent of kiln thermal energy — against an EU average of roughly 40 per cent. Bought-in energy is a real cost. Statistics Austria reports a gross electricity price of 0.293 euros per kWh and a gross natural gas price of 0.126 euros per kWh. High delivered energy prices favour drying systems built around recovered kiln, boiler or flue heat rather than grid electricity or bought-in gas.

Because bought-in energy is dear – gross electricity at 0.293 euros per kWh, gas at 0.126 euros per kWh – a plant fed by recovered process or boiler heat converts cheaply, whereas grid-powered drying erodes the return. Displacing fossil fuel also sidesteps the 55-euro-per-tonne national carbon charge where relevant. A wet, variable feed is discounted; a dry, consistent one holds a firm offtake. What biomass can FlowDrya dry?

Why is drying central to biomass energy?

Water in the fuel is boiled off before any useful heat is released, so wet biomass wastes energy and destabilises combustion. Drying raises calorific value, steadies the burn and lets the fuel be stored without rotting.

How does the EAG affect the business case?
