FlowDrya SRF dryers are engineered to order at STRONGA's Hertfordshire works and supplied to fuel producers here, though no SRF line is documented on French soil yet. Solid recovered fuel is the graded, higher-specification form of a combustible solide de récupération, classified under EN ISO 21640 on net calorific value, chlorine and mercury. Cement kilns and dedicated CSR boilers reward that consistency, and the arrêté of 23 May 2016 sets the terms on which such installations may burn it. A damp, uneven feed cannot hold a tight class, so drying it to a low, documented moisture is what lets the fuel meet its specification and command a firm offtake rather than being rejected at the gate.

Regulatory context

Article L541-1 of the Code de l'environnement is the backbone of French waste law and transposes the EU Waste Framework Directive. It fixes a five-step hierarchy — prevention, preparation for re-use, recycling, other recovery including energy recovery, and disposal only as a last resort — and sets a statutory target to cut the tonnage of non-hazardous, non-inert waste sent to landfill by 50 per cent in 2025 against the 2010 level. Drying a wet residue into a fuel or a soil product is a recovery operation that ranks above burial in that legal order and helps a site meet the diversion goal.

The loi anti-gaspillage pour une économie circulaire (loi AGEC, law no. 2020-105 of 10 February 2020) reinforces that direction across the whole economy, expanding extended-producer-responsibility schemes and steering material away from disposal toward re-use and recovery. For an operator turning a wet by-product into a marketable fuel or fertiliser, the AGEC framework strengthens the policy pull that already favours drying and valorisation over sending residue to a décharge.

France created a dedicated regulatory category for burning waste-derived fuel: the arrêté of 23 May 2016 governs installations producing heat and/or electricity from combustibles solides de récupération (CSR — the French term covering RDF and SRF) under heading 2971 of the installations classées pour la protection de l'environnement (ICPE) nomenclature. The rules require the CSR to be a prepared, specified fuel, so a low, documented moisture is exactly what lets a dried fuel supply a licensed CSR boiler or cement kiln.

Compost and digestate sold as agricultural inputs in France must satisfy the mandatory standard NF U 44-051 on organic soil amendments, or be individually homologated, which fixes the permitted raw materials, maturity and contaminant limits a product must hold. A conforming material ceases to be a waste (sortie du statut de déchet) and can be traded like any other amendment; a dried, stabilised feedstock holds those quality limits far more easily than a wet, actively degrading one.

Economic context

France taxes landfill heavily through the déchets component of the taxe générale sur les activités polluantes (TGAP). From 1 January 2025 the standard TGAP rate for non-hazardous waste sent to a storage (landfill) facility is 65 euros per tonne, and the reduced rates that used to soften it have been withdrawn — a large, rising cost that pushes wet, divertible material toward drying and recovery rather than burial.

France also prices carbon on fossil fuels through the composante carbone built into the domestic energy tax (TICPE), valued at 44.60 euros per tonne of CO2 and frozen at that level since 2018 after the gilets jaunes protests halted its planned rise. Heavy industry sits additionally under the EU Emissions Trading System, so displacing coal or petroleum coke with a dried waste- or biomass-derived fuel avoids a real per-tonne carbon cost.

French cement kilns are among Europe's heaviest users of alternative fuel: the industry body France Ciment reports that combustibles de substitution — waste-derived CSR and biomass — covered 52 per cent of the sector's thermal energy on 2023 data, with the biomass-bearing waste prioritised. That underpins deep domestic demand for a dried, specification-consistent fuel offering a low, even moisture and a documented calorific value.

The market for a well-graded SRF is deep. Substitute fuels already supply 52 per cent of the cement sector's thermal energy here, so a fuel that holds a documented EN ISO 21640 class has a hungry home. Every tonne of coal or petcoke it displaces also dodges the composante carbone of 44.60 euros per tonne of CO2, above the EU Emissions Trading System the kiln already faces, while diverting material from a landfill taxed at 65 euros per tonne under the TGAP adds a further saving. Producing the fuel takes energy, but drying on recovered kiln or process heat beats bought-in power comfortably. Assumptions: substitution, chlorine class and heat source are site-specific.

Do you supply SRF dryers here?

We do, from Hertfordshire. No SRF line is commissioned on French soil yet and we will not imply one; the same continuous-flow FlowDrya proven on our British sites is what a producer here would receive.

What separates SRF from RDF?

SRF is the more homogeneous, higher-specification grade, classified under EN ISO 21640 on calorific value, chlorine and mercury, whereas RDF is a cruder mix. Both are handled here as CSR, and FlowDrya can be configured to dry either down to its target class.

Which rules govern burning SRF?

As a combustible solide de récupération, SRF is burned in cement kilns and dedicated CSR boilers governed by the arrêté of 23 May 2016. A dried fuel of steady, documented quality is what keeps such a plant within its permit.

How dry does SRF need to be?
