In this market refuse-derived fuel is handled as a combustible solide de récupération: the arrêté of 23 May 2016 created a dedicated category of CSR installations under the ICPE nomenclature, and those boilers and cement kilns will only accept a prepared, specified fuel. A wet, lumpy refuse is turned away at the weighbridge, so conditioning it to a low, even moisture lifts and steadies the calorific value until a licensed off-taker will sign for it. The hydraulic moving floor copes with the coarse, contrary mix that RDF presents.

Regulatory context

Article L541-1 of the Code de l'environnement is the backbone of French waste law and transposes the EU Waste Framework Directive. It fixes a five-step hierarchy — prevention, preparation for re-use, recycling, other recovery including energy recovery, and disposal only as a last resort — and sets a statutory target to cut the tonnage of non-hazardous, non-inert waste sent to landfill by 50 per cent in 2025 against the 2010 level. Drying a wet residue into a fuel or a soil product is a recovery operation that ranks above burial in that legal order and helps a site meet the diversion goal.

The loi anti-gaspillage pour une économie circulaire (loi AGEC, law no. 2020-105 of 10 February 2020) reinforces that direction across the whole economy, expanding extended-producer-responsibility schemes and steering material away from disposal toward re-use and recovery. For an operator turning a wet by-product into a marketable fuel or fertiliser, the AGEC framework strengthens the policy pull that already favours drying and valorisation over sending residue to a décharge.

France created a dedicated regulatory category for burning waste-derived fuel: the arrêté of 23 May 2016 governs installations producing heat and/or electricity from combustibles solides de récupération (CSR — the French term covering RDF and SRF) under heading 2971 of the installations classées pour la protection de l'environnement (ICPE) nomenclature. The rules require the CSR to be a prepared, specified fuel, so a low, documented moisture is exactly what lets a dried fuel supply a licensed CSR boiler or cement kiln.

Compost and digestate sold as agricultural inputs in France must satisfy the mandatory standard NF U 44-051 on organic soil amendments, or be individually homologated, which fixes the permitted raw materials, maturity and contaminant limits a product must hold. A conforming material ceases to be a waste (sortie du statut de déchet) and can be traded like any other amendment; a dried, stabilised feedstock holds those quality limits far more easily than a wet, actively degrading one.

Economic context

France taxes landfill heavily through the déchets component of the taxe générale sur les activités polluantes (TGAP). From 1 January 2025 the standard TGAP rate for non-hazardous waste sent to a storage (landfill) facility is 65 euros per tonne, and the reduced rates that used to soften it have been withdrawn — a large, rising cost that pushes wet, divertible material toward drying and recovery rather than burial.

France also prices carbon on fossil fuels through the composante carbone built into the domestic energy tax (TICPE), valued at 44.60 euros per tonne of CO2 and frozen at that level since 2018 after the gilets jaunes protests halted its planned rise. Heavy industry sits additionally under the EU Emissions Trading System, so displacing coal or petroleum coke with a dried waste- or biomass-derived fuel avoids a real per-tonne carbon cost.

French cement kilns are among Europe's heaviest users of alternative fuel: the industry body France Ciment reports that combustibles de substitution — waste-derived CSR and biomass — covered 52 per cent of the sector's thermal energy on 2023 data, with the biomass-bearing waste prioritised. That underpins deep domestic demand for a dried, specification-consistent fuel offering a low, even moisture and a documented calorific value.

Two domestic prices push refuse toward a dried fuel. Burial is dear: the déchets component of the TGAP charges 65 euros per tonne on non-hazardous waste sent to a storage facility, so every tonne routed into fuel avoids a growing tax. Displacing coal or petcoke in a kiln also sidesteps the composante carbone of 44.60 euros per tonne of CO2, layered on the EU allowance the operator already pays. The outlet is deep – cement kilns here cover 52 per cent of their thermal energy with substitute fuels – but the drying step only pays on recovered pre-calciner or exhaust heat rather than bought-in energy. Assumptions: offtake terms, chlorine limits and available heat all move the payback.

What is a combustible solide de récupération?

CSR is the French designation for a prepared refuse- or solid-recovered fuel. The arrêté of 23 May 2016 sets the rules for the CSR boilers and kilns that burn it, all of which require a specified, low-moisture fuel – which is what drying delivers.

Why does the TGAP drive RDF drying?

The landfill component of the TGAP makes burying non-hazardous waste expensive at 65 euros per tonne, so diverting the combustible fraction into a dried fuel avoids a rising cost while creating a saleable product.

How large is the cement outlet?

Substantial. Substitute fuels already cover 52 per cent of kiln thermal energy nationally, so a reliable, dried refuse-derived fuel has a real and expanding home in place of coal and petroleum coke.

Does the FlowDrya cope with coarse, mixed RDF?

Yes. The hydraulic moving floor tumbles and conveys an oversized, contrary mix without the blockages that beset auger and belt systems, drying the material evenly across the deck.

How is an RDF plant shipped and commissioned from the UK?

Each dryer is fully assembled and factory-tested at our works, then dismantled for freight. On arrival it is reassembled, connected to the site's heat supply and brought online through a structured start-up, shutdown and supervised trial before handover, with operator training included.
