The driver is disposal law: the Deponieverordnung bars waste above a five per cent organic-carbon limit from landfill, so the burnable fraction has to be routed into recovery. When it reaches a cement kiln or power station, the Abfallverbrennungsverordnung fixes the terms of co-incineration. Damp, lumpy refuse is refused at the weighbridge; taking it to a low, steady moisture lifts and evens the calorific value until a licensed buyer will sign for it. A hydraulic deck that starts and stops copes with the awkward, oversized mix.

Regulatory context
The Abfallwirtschaftsgesetz 2002 (AWG 2002) is Austria's framework waste statute and transposes the EU Waste Framework Directive into national law. It fixes a five-step waste hierarchy — prevention, preparation for re-use, recycling, other recovery including energy recovery, and disposal only as a last resort — so an operation that dries a wet residue into a fuel or a soil product counts as recovery and ranks above burial in the legal order.

Austria was an early mover against landfill. Under the Deponieverordnung, waste exceeding a strict five per cent total-organic-carbon limit — untreated municipal waste and the combustible residual fraction within it — may not be landfilled; the ban was phased in from 2004 and consolidated in the Deponieverordnung 2008. Cheap burial of wet, biodegradable residue is therefore closed off, which pushes such material toward pre-treatment, drying and recovery rather than a hole in the ground.

Burning waste-derived fuel — including co-incineration alongside clinker in cement kilns and in power plants — is governed by the Abfallverbrennungsverordnung (AVV), which sets the emission limits and waste-input criteria such an installation must meet; the recast AVV 2024 took effect on 1 January 2025. A dried alternative fuel (Ersatzbrennstoff) of consistent low moisture and documented quality is exactly what these licensed co-incineration plants can accept in place of fossil coal or petcoke.

Economic context
Austria prices carbon on heating, transport and small-industry fuels through its national emissions trading scheme (Nationaler Emissionszertifikatehandel, NEHG), introduced in 2022. The fixed price reached 55 euros per tonne of CO2 in 2025 and remains at 55 euros in 2026, holding until the EU ETS 2 for buildings and road transport starts in January 2028; heavy industry sits under the EU Emissions Trading System. Displacing coal or petcoke with a dried waste- or biomass-derived fuel avoids a real per-tonne charge.

Austria's cement industry is the world leader in alternative fuels: the industry association VÖZ reports that Ersatzbrennstoffe (waste-derived and biomass fuels) now cover more than 80 per cent of kiln thermal energy — against an EU average of roughly 40 per cent. That underpins deep, established domestic demand for a dried, specification-consistent fuel that offers a low, even moisture and a documented calorific value.

Bought-in energy is a real cost. Statistics Austria reports a gross electricity price of 0.293 euros per kWh and a gross natural gas price of 0.126 euros per kWh. High delivered energy prices favour drying systems built around recovered kiln, boiler or flue heat rather than grid electricity or bought-in gas.

The pull from cement here is unmatched anywhere. Kilns cover more than 80 per cent of their thermal energy with waste-derived and biomass fuel, roughly double the EU norm near 40 per cent, so a graded refuse fuel walks into a ready outlet rather than chasing one. Each tonne of coal it retires carries a further saving: the NEHG levies 55 euros on every tonne of CO2, layered above the EU allowance price the kiln operator already pays. Conversion has to stay cheap to be worth it, and with gross power at 0.293 euros per kWh the honest route is recovered pre-calciner or exhaust heat, never resistance heating. Assumptions: offtake terms, chlorine limits and the available heat all move the payback.

Why does the landfill ban drive RDF drying?
Because waste above a five per cent organic-carbon limit cannot be buried, the combustible fraction has to be recovered as fuel. Drying stabilises it and raises calorific value, turning a residue with nowhere to go into a fuel a cement kiln or power plant will take.
Which rules govern burning the fuel?

Yes. The hydraulic moving floor tumbles and conveys a contrary, oversized mix without the blockages that beset auger and belt systems, drying the material evenly across the deck.
How is an RDF plant shipped and commissioned from the UK?
Each dryer is fully assembled and factory-tested at our works, then disassembled for freight. On arrival it is reassembled, connected to the site's heat supply and brought online through a structured start-up, shutdown and supervised trial before handover, with operator training included.
